So
what exactly is the political meaning of Minsk (1 and 2)? When solving
this question, one needs to look for what the supreme principle is in
the given case. In this regard, the principle is not that difficult to
see. In the original Memorandum and Protocol from September 2015 (Minsk
1), the ruling principle is kept a bit more hidden under much undefined
and largely technical provisions of ceasefire and withdrawals.
The conclusion and the finding? Both in Minsk 1 and Minsk 2, but more explicitly in Minsk 2, where Putin was personally, directly, involved on the spot, Putin in the name of Russia (and the people of Donbass) made the supreme principle, the one principle above all--uber alles--and hence at the cost and in the place of all other possible and necessary principles, the principle of the Kiev's full sovereignty and integrity, but not just a sovereignty and integrity of a well known US/NATO puppet regime, but sovereignty of a regime the political, geopolitical and ideological character is very specific and clear. It is a regime worshiping Bandera's principles and ideas. It is a regime that is also fighting for the realization of these Bandera, Nazi principles and which has mobilized all the powers of the state for a war to turn these principles into life (and death) and make them sole and supreme.
Sovereignty literally means the highest. Uber alles. But, as such it merely an abstraction, a general form without a specific content, which holds the key to what or who exactly is to be uber alles. Above all else. The content, meaning of what or who is to be above all is defined by the political and geopolitical character of the given regime. The truth is thus very concrete, not abstract. The modern concept of sovereignty usually means state sovereignty--sovereignty of the state above all. Leviathan uber alles. However, here matters a lot, it does make all the difference what regime is the political truth of the given state. In the case of today's Ukraine, the regime is a certified US and NATO colony. Thus to speak of sovereignty of such a state is both a lie and fiction, to which, however, the Kremlin committed itself out of its oligarchic class interest and its own role in today's New World Order. If, however, the Kremlin committed itself to the faux sovereignty of the Kiev regime as the principle overriding and topping all other principles, whether ethical, moral, political or geopolitical, it also did so against the people of Donbass and their cause.
Furthermore, the Kremlin's Minsk bondage goes still further and makes all that even worse. For the ideological and political program of the Kiev regime is systemic Nazification of the state and society, and Nazification does mean terror and war. Signing on what is making this Kiev regime uber alles, with a long and thick record of bestial tortures in the style of Abu Ghraib (the Tornado btigade's rapes and bestiality is not limited to this brigade only), the false terror attack on MH 17, the Odessa massacre, etc., cries to heaven as a perversion of justice and integrity. Thus, sovereignty to this Kiev regime means giving sovereignty to Nazification, to its terror and war ... sovereignty to the criminals.
Thus, Putin and his government agreed that the highest, most important principle ruling the current greatest threat to Russia's existence, sovereignty, integrity and self-respect, is to be the restoration and expansion of the sovereignty of the regime of Banderite oligarchs. Politically, in practice, this means that Putin committed himself and his government to support Ukraine's Nazification by this very regime over all else.

Putin, the new Pétain in making, thus personally put hiss authority and the authority of his government behind the principle of the "sovereignty" of the regime, which Pushkov at last called at least "odious" and "semi-criminal," over all Ukraine. In a word, Nazification of Ukraine uber alles. That's the supreme principle behind both Minsk 1 and Minsk 2 ... and behind Putin's decision and his government's signature on these documents.

3. implement the decentralization of power, including through the adoption of the law of Ukraine "about local government provisional arrangements in some areas of Donetsk and Luhansk oblasts" (law on the special status).Minsk 2 (The Agreement of February 12, 2015) not only takes the sovereignty and control of the Kiev regime over the break-away republics as a given, but also presents this is the one principle that defines and rules everything else. The Agreement, like the previous "technical" Protocol, does this while completely avoiding and dropping the all quintessential question about the political nature of the Kiev regime and its systemic Nazification of the state and society.

9. ensure early local elections in accordance with the law of Ukraine "about local government provisional arrangements in some areas of Donetsk and Luhansk oblasts" (law on the special status).
The only laws, which the Protocol allows, is the law of Ukraine (the Kiev regime). The DPR and the LPR are reduced to "local governments" under Kiev's sovereignty.
Here is what the text says on this issue:
On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” and also about the future of these districts based on the above mentioned law.
• Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” based in the line set up by the Minsk Memorandum as of Sept. 19, 2014.
• Provide pardon and amnesty by way of enacting a law that forbids persecution and punishment of persons in relation to events that took place in particular departments of Donetsk and Luhansk Oblasts of Ukraine.

• With this aim, Ukraine will restore management over the segment of its banking system in the districts affected by the conflict, and possibly, an international mechanism will be established to ease such transactions.
• Restore full control over the state border by Ukrainian government in the whole conflict zone, which has to start on the first day after the local election and end after the full political regulation (local elections in particular districts of Donetsk and Luhansk Oblasts based on the law of Ukraine and Constitutional reform) by the end of 2015, on the condition of fulfilment of Point 11 – in consultations and in agreement with representatives of particular districts of Donetsk and Luhansk Oblasts within the framework of the Trilateral Contact Group....
• Constitutional reform in Ukraine, with the new Constitution to come into effect by the end of 2015, the key element of which is decentralisation (taking into account peculiarities of particular districts of Donetsk and Luhansk Oblasts, agreed with representatives of these districts), and also approval of permanent legislation on special status of particular districts of Donetsk and Luhansk Oblasts in accordance with the measures spelt out in the footnotes, by the end of 2015.
