Putin's State of the Nation Speech: "Allah has decided ..." (Continuation of the theme)

In his 2014 state of the nation address, Putin stated that it is necessary to turn the page of Russia's offshore (colonial) oligarchy--to bring it to an end. In making this call vouched as a promise to amnesty to Russian oligarchs, Putin names one of the key characteristics of the system:

"However, I am confident that we should finally close, turn the ‘offshore page’ in the history of our economy and our country. It is very important and necessary to do this.”

In this year's state of the nation address, he had to observe that Russia is still on the same page--of being a system of offshore oligarchy: 

"Last year we announced the so-called capital amnesty to return financial assets to Russia,” he said. “Yet, businesses seem in no hurry to take advantage of that opportunity, which suggests that the procedure proposed is too complicated, while guarantees it provides are still insufficient.”

Someone wrote: "Any leader in the position of begging criminals to bring their money home can’t be standing on the firmest of footing."

According to Putin, the Russian government tried to play Mr. Sensitive when it came to Turkey and its role in Syria and involvement with ISIS--ever more sensitive than Turkey's allies, i.e. the US or Israel. Until the shoot-down of the SU-24. That changed for Putin his strategic calculus and thinking. Even to a point where he used his state of the nation speech for guessing what God of other religion and believers might know and what such God might have decided to do--perhaps because one may want to believe that all leaders think alike--or at least like one does:

Georgy Saratov's appraisal of Putin's speech is mathematically precise and correct:

Вся внешнеполитическая часть, обычно весьма обстоятельная, ограничилась антитеррористическими и антитурецкими выкриками. Все это воспринималось как пародия на Белковского, изображающего послание Путина. Зато смешно.
Экономическая и социальная сфера длинная. Причина простая - беспардонное повторение всего того, что говорилось пятнадцать лет и до сих пор не выполнено. При этом ни слова о том, почему не выполнено, и с какого рожна сидящие в зале теперь будут что-нибудь исполнять. Тональность заискивания и полной импотенции.
Ни слова о реальных проблемах. Ни слова о его суперворах и убийцах, которых он назначает. Ни слова о дальнобойщиках. Такое впечатление, что абсолютно деморализованный парнишка залезает в темный, теплый, пахучий чулан, чтобы ничего не видеть и не знать (кроме прямых личных обид). Страна и мы все тут не причем абсолютно. Это ясно давно, лет этак пятнадцать. Они как узор на рукаве мундира. Есть только страх и желание спрятаться от всего. Мрак и убожество.

One day before the speech, Saratov also wrote:

К ПРЕДСТОЯЩЕМУ ПОСЛАНИЮ ПРЕЗИДЕНТА
Может я не прав, но меня насторожило, что дальнобойщикам дали понять, что им нужно потерпеть до 3 декабря. Поэтому у меня возникло подозрение, что Путин использует этот сюжет в своем послании, чтобы устроить показательное шоу на тему справедливости. Выразит возмущение, даст указание урегулировать проблему, вплоть до отмены платона, уволит не имеющего отношения к проблеме министра транспорта и снова перевербует дальнобойщиков. Если этого не будет, то значит мы получим дополнительное подтверждение того, что совокупный интеллектуальный потенциал Кремля критически просел. Наряду с инстинктом самосохранения.
