More specific information started to emerge about the agreement made by Surkov on behalf of colonial Russia and Donbass and pledged to the US via Nuland

New info on the agreements between Nuland and Surkov. Yes, agreements were reached, but both sides are careful for to reveal, how much/little of it and when. But it is quite possible to say that part of the agreement is, indeed, the also advertised new "road map" (aka Minsk 3).

A notable part in these agreements and "road map" concerns the agreed and now also coordinated political technology and strategy for conducting "elections" in the DPR and the LPR.

From the new information, it is possible to establish the following:
1. Moscow and Washington agreed (or Washington instructed its Moscow minions) that, in the preparation and organization of the "elections," something called "electoral police" will be established, which could be a way of inserting Kiev forces unto the territory of the DPR and the LPR (perhaps in the guise of "joint enterprise").
2. The "'elections" would be carried both on the territory of the DPR and the LPR AND on the territory of Kiev-controlled Ukraine among Donbass refugees and displaced persons, thus effectively allowing Kiev to control much (and possibly even decisively) of the outcome of the elections.
3. It is now also clear that, as Kiev and the West demanded, Moscow agreed that Ukrainian pro-junta parties will be running in these Donbass "elections," however, this is being sold and presented for now as "limited participation"--somehow, vaguely "limiting" participation of those Ukrainian (pro-fascist) parties, which "called for the crusade march on Donbass." As a minimum, this could mean reintroduction of the new incarnations of the old, discredited Party of Regions, but, very likely, it might mean insertion and participation of Poroshenko's and Timoshenko's parties, possibly leaving out Lyashko's party, the Right Sector, and Svoboda.
4. Moscow's spin on the conflict is now that had the junta agreed to making Russian a second state language, the anti-fascist Ukrainians and Russians would have not even thought of resistance or "any Russian Spring." For Surkov and the rest of Moscow's foreign agents/residents, the cause of the conflict was thus just a bit of misunderstanding caused by differences over the status of language.
