As in Yugoslavia in the 1990s, the US succeeded to impose one-sided, unilateral warfare rules on Syria via Russia, which set limits on what Syria can and cannot do, and, at the same time, made Russia help with its intelligence gathering

Russia made a great agreement with the US, 1) under which Russia is obliged to give the US information on all the SAA flights over Syria (that's perhaps why, in combination with the anti-air missiles, the takfiris have significantly increased their ability to shoot down SAA planes and helicopters). 2) the Russian-US agreement negotiated without the Syrian government also restricts Syria's sovereignty and what the SAA can and cannot do--it is even prohibited to attack areas occupied by al Qaeda/Nusra!!!

In other words, via the Kremlin, the US found a way of prohibiting the Syrian government and the Syrian Arab Army to attack al Qaeda in Syria--at least in US-designated off-the-limits areas.
